Tobikage's Combination Formula

Typically the turn after Tobikage appears, it will combine with either Kurojishi/Lion (Joe), Houraioh/Phoenix (Rennie), or Bakuryuu/Dragon (Mike). Tobikage's AI makes 2 checks; who's on the map, and who has 110 Morale or higher.

If a unit is present with 110 morale:

• Lion, Phoenix, and Dragon
  • 60% / 20% / 20%
• Lion and Phoenix
  • 60% / 40%
• Lion and Dragon
  • 60% / 40%
• Phoenix and Dragon
  • 60% / 40%

We see that Tobikage prioritizes Kurojishi, followed by Houraioh. If Tobikage appears and NONE of the 3 are on the field, it has been seen that Tobikage will move over to the mothership to combine even if you didn't deploy anyone.

What needs testing is if Tobikage will combine with someone who was deployed but, on the mothership at the time it combination occurred.
